I recently just did this. It can cost anywhere from a couple hundred dollars up to $1500. For me, I went with a template and did it myself. It cost me $229 and the company I bought it from was a HUGE help. They had online support chat and if I had any problems, I just asked them about it and they would do it for me if I couldn't figure it out.
Oh and don't forget the cost of the hosting site and your domain

It really varies.
Some web developers/designers use templates.
Some design from scratch.
So, it is a really... WIDE ball park of fees and costs.
It is not, all the same.

Then, there are free websites... that use templates.

But with any website, you also need a web Host. Hosting.

What exactly to you mean by "design" a website for you???
The graphics?
The layout?
The branding?
The logo?
Or all of those?
Then... is this an e-commerce type website? ie: shopping etc.
Or for blogs? where there is no need for a shopping "cart" on your website?

Keep in mind that designing/creating a website for someone, is real specific. Every website and every person has different needs for their website and whatever their vision is for it.
Then the Web Developer... needs to work with you on that... basically figuring out what you need/want.

There are Web Developers and Programmers, that design from scratch. Not using templates. And some do.

Also, some Website Developers... will ALSO "manage" your website for you. Unless you are a computer web Programmer... you would not know how... to troubleshoot technical problems on your website, nor how to upgrade it or tweak it or edit it, etc.
Some Designers... will do a site for you using their assorted templates. Then after that, it is hands-off. Meaning, you paid for it, then other than that... you are on your own. Or you can go back to them, if you need anything changed etc.

You also need to, have a Domain name.
And research that too.

It varies a lot and it depends on the tools used and skill of the designer. Will they use a builder like you might find on 1 and 1 or Weebly or are they using something like Dreamweaver? How many pages? Will there be code/scripting/flash/special effects? Do you need integration with PayPal or Google Cart for ecommerce? Do you need FTP capabilities? Etc.

You might want to sit and think about what you need done and then look at providers like Weebly that are pretty straightforward drag and drop interfaces for a basic site. Hosting (which can be costly) is free, but you have to pay for a domain or for additional features. 1 and 1 will let you get a lot for a little, but if you want a snazzier site, you have to upgrade - for example, you won't get flyout menus in your navigation for the bare basic price.

If you shop around for a domain, make sure that you aren't getting stuck without the ability to configure your domain's settings (your a-records or nameservers) and basically being trapped in their host system. Sometimes cheap means "can't do anything." Try GoDaddy.

Like others have said, it varies tremendously. I am a teacher, and really just needed a basic website for my students to access, so I made my own for free using Google. It's nothing amazing, but it's functional. I also know how to use Dreamweaver. It looks a lot better, but it's very complicated. Figure out what you need/want, and go from there.

VERY variable. Super cheap DIY like a couple hundred bucks. Then paying a website designer will be anywhere from about $1500 on up. Can be many thousand if it is complex, has an on-line store, etc. My brother does web design in Arizona, and I know the prices he charged there seemed a little cheaper than someone else here in NY which may be a regional thing, I'm not sure.
