Suggestion for 8 Year Old Who Is Always Stuffy and Coughing

My son who just turned 8 for most of his life coughs in the morning and when hes physically active. Hes always stuffy and congested. The Dr. just prescribes allergy medicine which doesn't help. A Chiropractor did help for about a year but now its come back. When I was pregnant they gave me steroids to develop his lungs when I went into pre-term labor. As well as other medications and I'm wondering if these had an impact on him.

I have a 6 year old daughter who has allergies which seem to crop up this summer. I've given her Zyrtec for the last few weeks and am noticing some horrible behavior changes in her. I am wondering if anyone else has had this experience and if they could be related. She has always been an independent child, but this is a whole new level of bad behavior.
