Are board shorts for swimming or just to be used as a cover up? Now, in terms of swim shorts and swim skirts--are they to be used for swimming or just as cover ups also? I've gone to several stores to buy a bathing suit and the salespeople don't have any answers!

Board shorts and swim skirts are made to go in the water.
It's up to you and what you feel most comfortable in. Board shorts make a great cover-up for the beach because they're made of a lightweight quick drying material. If you want to wear the shorts in the water, go for it, they'll dry out pretty quickly in the warm sun. I prefer to take mine off before swimming. I'd say the same goes for swim skirts, entirely up to you.
Board shorts are great for water activities such as body surfing, surfing, water-skiing, etc. when there is a very real possibility that the waves will pull down your bikini bottom. You can wear a bikini under them and then just take them off when you get out of the water. BUT, you can leave them on while on the beach, too. Swim skirts have built-in bottoms underneath and offer more coverage and yes, absolutely can be used for swimming. As far as using them for a cover-up, that would be a little weird to put over a bikini bottom, because then you would have TWO bikini bottom's on.
But really, there are no rules. I live in So Cal, visit our lake and local beaches quite often and anything goes.
I bought swim shorts from Athleta - they are the same material as a swim suit. I wear them over my swim suit bottoms when my thighs are not up to par - which is most of the time! I actually mine on eBay and I wear constantly with my swim suit.
I wear a pair of capris and a shirt, thats my swim wear. LOL So my advice is not warranted but had to put my two cents in. If they say swim shorts I believe they are made to go in the water despite the not slick feel. They are made to handle the chlorine. I bought my 5 year old a 3 piece swim suit, and it had Swim Shorts with. I only use those, because the bottoms were too bikini for my taste and she didnt like they were so little. She wore them all year round in the pool and ocean and they didnt fade, or get thin. Even with frequent washing.
I wear a top, a pair of bottoms, and a skirt that just barely covers the bottom of my hiney cheeks. I would not take it off to swim for anything.
Separates exist just for that reason. So you can mix and match and do what you want.
My tankini swim bottom skirts have a built in bottom panty so they go IN the pool with me!
As far as what can & can't go in the water--whatever seems right/feels right to you I suppose.
My friend wears them in the water. She looks cute in them. They make her look very athletic...well, actually she IS very athletic.
Unless you are skinny or athletic, I think there are much better alternatives to any kind of "shorts". But to answer your question, most can be used as bathing suits.
