I've had the same problem with my daughter. I just found some Sonoma socks at Kohls that seem to be snug enough to stay on comfortably but not so tight to leave marks. Good luck!
i have oldnavy and hanes. all which cut him off.

most of those socks are made for the kids to not loose them ... I found that I liked the Stride Rite ones - then I found Fruit of the Loom as well. My son wore the low ankle socks with Robees until he went to day care and they asked he had on regular shoes around 16 months for outside play and since the other kids wore regular shoes they did not want his toes stepped on and hurt by accident.
Circo from Target. Either get the short ones or the reaaaallly long ones and hike them all the way up his leg.
I have skinny ankle kids and Carters are the brand that never stay on them, which is too bad because they are cute.
Are you using the Old Navy socks that are sold individually? Triple roll socks? I can't imagine them doing that. They are not tight on any of my kids.
how about the low rise ones that come below the ankle? i am pretty sure they make them in toddler. they seem soft and stretchy.
Carters
Socks that are sold individually with large fold down ankles- sold all over the place:target, old navy etc.
