My son has sensory processing disorder where his mouth is under sensatized and it feels like it has novocaine in it constantly. As a result, he sensation seeks with his mouth by constantly putting non-food items in his mouth and chewing. To help him with this, we use an electric toothbrush to give him that input that his mouth is seeking. When he was younger, we also used vibrating teething rings as well. I'm not sure if this is an issue for your daughter -- I can't seem to remember when babies/toddlers stop mouthing objects -- but you may want to run this past your doctor and see what he/she has to say.
