I am looking for a friend of mine who is considering home schooling her 3 daughters, or possibly just her 8 year old. We do not have any idea where to begin looking for this information and her local school district refuses to help. Are there any programs out there that she does not have to go through her district?
Here are a number of website either with info about homeschooling programs or about homeschooling children (peer support, etc) in Pennsylvania. The first one contains links to info on the PA Dept of Ed website.

She does not need the school district's help. All she needs to do is submit the required paperwork to them and then she is free to go it on her own. I would be glad to talk with her if you want to message me and give me her email address or phone number.
(Not sure if this has been mentioned before or not . . .) If you or your friend are on Facebook, I would check out Unschooling - its got great info!
