I would take her to the store and let her sit on them. My son got a 16 inch for his 4th birthday but he he really tall at 42 inches and we knew he would outgrow the other bike to fast.
I was thinking a 12", but it has become a debate topic between me and my husband. Thanks!

the size of the bike should be based on whether or not her feet comfortably reach the ground. Safety.....before......thrift.
I'd say probably 12" depending on her height (although my son moved to 16" at 4, but it wasn't his first bike). You want her to be able to touch the ground with her bottom on the seat. Tiptoes at least, flat footed if you want to lose the training wheels.
I'd get the biggest bike where she can comfortably do that.
Take her to a bike shop where they'll size her and let her try a few bikes even if that isn't where you plan to buy.

We had a 10 inch when our daughter turned 3 and she used it while she was 4 as well. It was small for her as she neared 5, but it was PERFECT to teach her to ride without training wheels on because she was lower to the ground. We bought her a 12 inch for her 5th b-day and she was able to hop right on and go.
I just googled it for you. It stated that age 2-4 is 14 to 17 inches. Hope that helps. Make sure to get her a helmet and knee pads for protection. :)
My daughter just turned 4 in February. We bought her a 12 inch and it is perfect for her size!! The 10-in was way to small, and the next size up would be really hard for her to even reach the ground. Try taking her with you to the store and have her just sit on some of the bikes, and you'll be better able to determine a size that way.
