My son was a little older when we did this, but I think 21 months is old enough for this craft: http://familyfun.go.com/valentines-day/valentines-day-car...
You can have him do a few of these Valentines for family members.
Anyone have any suggestions for a Valentines Day craft for my 21 month old son?

Cut a heart out of white construction paper. Place the heart in shoe box, add dabs of paint in red and pink, add marbles, then let your child shake the box. Boys really like the action involved in this project.
We do two watercolor paintings with "valentine colors." After they dry, i cut huge heart shapes out of each one and then hole punch around the perimeter. Then we use yarn to sew the two sides together (I help as needed.) leaving the top open. It becomes a beautiful valentine envelope to hold cards, candy, etc.
We also use red or pink construction paper to create love posters. We write "Tom loves..." in the center and then the kids decorate the page with drawings of things, people, etc that they love. (Mom, dad, different foods, activities, colors, etc) I label the pics with their words.
make handprints from paint and overlap them in the shape of hearts? I'd J. say give the toddler a bunch of stickers or shapes cut in the shape of hearts out and a contsuction piece of paper and let them use glue sticks to put them on and make a little card?
At two I let my kids make Valentine's. I bought the red heart doilies at the dollar store and let them decorate with stamps and stickers.
Red heart cut out of construction paper.
Then give little one stickers & 2 bright colored crayons.
Just help "guide" little one on the "how to decorate" using these items.
When I had my in-home daycare, I used to let the kids paint a heart cutout, with the words" Happy Valentine"s Day" written in the middle of the heart, then let them paint it with "red jell-o water". I would mix a little bit of powered jell-o with some water, then let the kids paint with it. After it dries, it will smell good, and it has a texture. Both parents & kids loved this easy project.
Good Luck, & have fun.
