Before you run off to Home Depot have you adjusted the length of the chain? If there is not enough slack or if it has a kink in it, it will not allow the flapper to seat properly.
Toilet is making that "running sound". The little tube that puts water into the big tube won't stop. I turn the shut off knob all the way to the right and it doesn't shut off anymore. I just replaced the flapper, but it seems like it's not fitting right. Can't afford a plumber right now. Any ideas re. DIY on this?
EDIT: The bowl is filling up completely, and the inside part with the flapper is also filling up completely. It just does that slow running thing in both places even though I've turned the valve all the way to the right.

Sounds like we're getting close. If I push on the bubble of the flapper, the water noise stops. Looks like the Depot is in my future!

if you can, take the old one that was in there originally to Home Depot and ask someone to show you the right size. It sounds like the "plug" or floating device might be broken. I would take a picture with your phone of the inside of the bowl and explain it to someone at Home depot.

Open the tank, then reach your hand in (it's clean water) and PUSH the stopper down. Sounds like you need a new piece that goes from the handle, the chain (well, MINE is still chain, yours is probably plastic), to the stopper. It's a super cheap piece, maybe $3 or $4.
is the toliet filling up completely. If the flapper is not fitting right like you said it is not sealing at the bottom and water is leaking out causing the water to keep running to refill it. you may need a new flapper or something maybe caught under the seal of the current one preventing it from closing
It's the flapper. It took about five tries to get one that worked on our upstairs toilet. Very frustrating, but you have to keep trying. It's all trial and error.
