What you are describing is often called a "boom-town mentality." The people in your area (and the gas-drilling companies in your area) are not there to make a positive contribution. There are there to get the gas out of the ground, take the money, and run. They want to get a lot and give nothing in return.
This is one aspect of human nature, but it's not inevitable, and people -- even these people -- CAN do better. But since this is your land, not theirs, it's up to your community to find your way of saying "shape up or ship out."
I'd also like to say that when politicians say that resource extraction creates jobs, this is the kind of jobs they're talking about -- a lot of money for an irresponsible few, depletions of resources for the local community (depletion of the land, uncompensated demands on law enforcement, etc.).
It IS possible for our country (which includes vast tracts of land that are sun-drenched and windy) to be energy independent, but it will take intelligence, hard work, and investment.
Most things worth having aren't easy. The easy money mentality in your area is a case in point.
