Are you exercising at all? If so, what? You NEED to be doing both cardio and weight training, even if it's light weight training. Muscle burns more at rest than fat so you need to build muscle for metabolism purposes.
In addition, sorry but there is NO SUCH THING as spot reducing. You can tone muscle underneath, but you body has a predisposed way of losing and gaining weight and you can't change that. You're better off to do "full body exercises" that involve multiple muscle groups or compound movements.....more muscle recruitment.......more calorie burn.
However, you ALSO need to make SURE you're doing exercises correctly to maximize your efforts. You could also do some invertal training doing things like 1-2 minutes of jump roping, running up stairs, etc. in with some of your exercsies. This type of training is great for calorie burn.
In addition, you didn't mention a thing about your eating habits. VERY important! This can make or break you!
