Sounds like the kids are ruling the roost. Time to take control so you won't be so tired. I agree with previous posts that your 7 year old may be a light sleeper. With the younger one - if possible, put him down later or make his afternoon nap earlier or shorter. Let him know if he wakes up, he must be quiet and not wake up his big brother. I'd make sure to work with him and make sure he had a stack of quiet things right next to his bed - a stuffed animal, books, even a flash light or book light. I think if you work with him - if you wake up - go to your quiet toys and read or play with this or that - I think he's old enough to get himself back to sleep - if you give him some boundaries. Also, don't play into it by getting up and engaging him when he does that.
Your seven year old is old enough to understand the situation and roll over and get himself back to sleep.
It's hard to think when you are tired, but be creative and make some ground rules and stick with them.
