I have been to Gary Charles and they are excellent, but on the expensive side, especially when you start getting color and cuts done (my best friend and i have each spent almost $100 on a cut & color day). I recently went to the Jean Madeline Aveda Institute on Frankford Avenue right near Cottman. It's a school, but only students who are close to graduating do the work and they are supervised by their instructor. A cut was only $16 and color was maybe $30-40. It was really nice, they even throw in little extras like a scalp and hand massage. The number is ###-###-####.

Gary Charles on Oxford Avenue near Fox Chase fits the bill, though they are a little pricy. I think if you get one of their less-experienced people it could be like $25 for a cut and style, but seems like most of their people run around $35-40.
