When I was potty training my daughter I got rubber pant from Kmart they didn't have terry cloth underwear but they did have the thick cotton ones that have an extra thick padded crotch. They also had cotton lined rubber underwear.

Gerber makes some nice ones. They look like underwear just thicker that's what I used for my daughter. I found mine at Walmart and Kmart. Also ebay if you search Gereber training pants. Good Luck

A friend of mine suggested putting panties on with a diaper over. I used it with my daughter and it worked very well. She didn't like the wet panties, and my furniture didn't get completely trashed.

Walmart sells plastic pants.
I used the cotton padded underwear and rubber pants to train my son. I was able to purchase both these items at Wal Mart. They both came in packages of 3 and we inexpensive. I'd say try there if you've got a Wal Mart close to you. They are in the baby section.

We had the same issue. I got the best rubber pants at Babies R Us and they are Gerber and come in I think a 3 pk. The underwear you may not find terry cloth but JCPenny has the triple thick cotton training pants and Babies R Us does as well. The difference is the JC Penney ones do not have elastic legs or anything like that and seem to run more snug. The Babies R Us ones are Gerber and seem to fit a little looser.

You could check out your local freecycle or craigslist. My sister got a ton of brand new cloth diapers for free from her local freecycle.
I was actually in Walmart yesterday and picked some of these up for my niece. They are in the baby section with the cloth diapers. They were reasonably priced as well.
Brenda's right - I saw them last week at Babies R Us and I think they even carry them in the Toys R Us stores that have clothing too.

This may sound a bit obviuos, but have you tried Walmart? They sold those items a few years ago, when my youngest was potty training.

I had found some rubber pants at Walmart believe it or not. I believe it's Gerber that made them. I'm not sure if they're like the ones you're looking for. I had bought some for my son who wet through regular diapers at night. They worked pretty well. Good luck!
Mother & Child in Nashua has rubber pants and cloth diapers in many different sizes. Its down Amherst St toward Amherst in the little plaza by Lilac Blossom. I don't know about how expensive they are, but I know they have them. Hope that helps!
I found rubber pants for my son at Wal-Mart or Target . . . can't remember but got a pack of two and they weren't too cheap.
