I'm kind of perplexed on how to answer this question. There are times when your children have to have good behavior and show respect for the situation. Being in Church is an example of showing reverence as respect. Children have to learn this. The waiting room is a place to go nuts, or keep them in the car with a book or video. I'm in the healthcare field and people just don't make their kiddos behave like they should. You are the parent and you are in charge.
As for the Rx over the phone-you are asking for bad medicine. You NEVER want drugs over the phone. You are asking for poor service. You pay a doctor for his expertise and he can't give it accurately over the phone. You are doing a diservice to your children for the conveniece of not going in for a visit. This is a huge problem with helathcare today. You pay a doctor for care.....you pay a doctor for his knowledge..... we are so lucky to have this option in the USA... we get care. I'm sorry but this is a classic stereotype of moms with young kiddos..... Mom wants it convenient for her.
I'm not being judgemental towards you at all, and I've been there. This phase is short lived, and you will be so glad you gave your kiddos the best care by taking them in to be seen and heard by a doctor. You want someone smart, and that may be putting personality 2nd. Insurance companies (NOT the doc) are the ones who won't pay for the visit if it's more than one child. Blame them.
Wash ur kids hands all the time and feed them with solid nutrition. They won't have to go to see the doc all the time. Get a sitter and take the sick one only. Go to urgent care at night wen your husband can watch the other kiddos. Hang with them at home for a few extra days to make sure they don't have a virus that may just run it's course.
Try a family doc, they are easier to get in to see-you don't need a Pediatrician over age 1.
