I agree with Bug B, make them out of women's knee highs. I have gotten some on clearance at Target and they are super easy to make and they are cute. My daughter wears her when it's starting to get chilly. Here is a great tutorial: http://sewmuchado.blogspot.com/2010/02/tutorial-10-minute...
I've seen a crafter on etsy.com who makes things like leg warmers, slippers, warm-up pants for babies, etc. all out of upcycled wool sweaters. She'd take a nice (gently used) wool sweater, cut the sleeves or some other part and sew them to make legwarmers, etc. Really cute, seems easy enough, and eco-friendly! If you got a baby/child's sweater, cut the sleeves off, and sewed the top - may need a little elastic sewn in, voila! Leg warmers!
I don't recall her exact site on etsy, but if you go there and search for 'upcycled wool', I'll bet you'd find it. Not that you're looking to purchase anything, but you can get a look at how she is doing it, and get some ideas!

You can cut a pair of her tights!! They do sell them for three years olds my daughter has a few pairs!!
