I recommend Amy T. at Regis in Stonebriar. I have shoulder length hair, so I can't comment on her skills for long hair, but her cuts and color - are spot on. I've never been disappointed in the almost two years I've been seeing her.
I've used Jim Butchée for 22 years on my long hair - he is a long hair specialist. I don't live in the USA anymore, but my sisters in the Plano area still use him, as do I when I come home to visit. He is located in McKinney now.
I've been going to Rene for over 10 years. He's up on current styles- color/foils is his passion. He recently won a trip to Italy because he's one of the top 3 colorists in the country for his product. His salon is 'Legends' on NE corner of Spring Creek & Independence in Plano. I would recommend Scott Combest - ###-###-####. He's a certified colorist and does a great job with my long hair. He's booked a lot, so call sooner rather than later. He's located in the shopping center just across the street from Shops at Willowbend (Tollway and Park). Good luck!
