I have a pair of Chuck Taylor lookalikes that I bought at Payless for $13. They're supercomfortable and I practically live in them.
Can't seem to find a brand that is both fashionable AND comfy AND casual. I end up getting one but not all three. If you have a brand/style you could recommend, I'd appreciate it. Needs to go with jeans, shorts, capris. Won't be worn to work. Thanks so much! Oh, and I'm on a modest budget so nothing too expensive....

I have good luck with Born shoes. My feet are damaged due to wearing high heels so much years ago. I keet stress fractures, etc.
The Born is comfortable. They are mostly casual and comfy.
Clarks and Merrill's are good too.
I love Clarks shoes. I have a sneaky feeling that there will be Clarks shoes in heaven.
If you go on Zappos.com, you'll not only see lots of casual shoes but also lots of reviews about those shoes! I think customer comments are almost the best thing since... well, since Clarks shoes. I always check out what the customers say, keeping in mind that some of those comments are written as soon as the shoes come out of the box. They do help me make wise decisions.
I love crocs, I have so many it's almost sad. They have all different styles, not just the clog style, but they all have that wonderful squishy sole
For sneakers I like Keds, usually under $25, and come in a variety of colors. But when it's really hot I always go for sandals with a nicely padded inner sole.
Sketchers Bikers are my go-to shoes when I need a step up from sneakers but don't need heels. And I did wear them to work.
ETA: Look for knock offs in Payless or other stores or watch sites like Zappos for sales. I bought 4 pairs over the course of my pregnancy with DD (now 4.5) and I still wear them all.
Not sure if the style will still be in for this summer but what about the Sperry Topsider style boat shoes that were so big last year? Some are quite feminine with the patterns and colors that can go with all of the styles you are looking for, even a casual subdress/skirt. I know they all different brands too so if one isn't in your budget/size, etc. there are tons of others out there. I saw a bunch at Kohl's and thought they were adorable.
I also have a pair of blck mary-jane style crocs that I will be wearing through my pregnancy. I don't recall ever having paired them with shorts but jeans, capris, skirts, etc. always paired nicely. Plus, they are wide so swollen tootsies survived my last pregnancy. Super cozy!
I usually end up wearing flip flops all summer! I love Teva flip flops and I just bought some recently...I can't recall the brand but I think it starts with an S and they are made out of recycled yoga mats. Both brands are very comfortable, way more comfortable than cheap Old Navy flips, and sort of form to your foot.
Crocs has some really cute summer styles out right now that are kind of like old school jelly sandals. I've found Crocs to have some really cute styles in general. They usually have coupons too if you get on their mailing list.
Born!! I have several pairs, some are 6 -7 years old and still look new. I wear them most every day. Ecco is a good brand also, but expensive. My husband buys Ecco shoes for his work. One pair will last him for a year.
I saw an ad in a magazine (InStyle) this month that had Clark's that DO NOT look like my mother's Clark's...they look like the cutest flats available.
I have a few styles of Sketchers that are fashionable, casual and comfy. I love my Airwalk flip flops for summer.
Sperry top siders, I got them on sale at a place like DSW on vacation. My other top siders I have had for 3 years and look great zappos carries them and Nordstrom puts them on sale in June usually. I have a gold pair, tan pair and white/baby blue. Comfy without socks too and my foot breaths well. I usually wear tennis shoes with everything but am glad I got these I feel more put together and the gold ones are cute not super bright everyone loves them.

I hear you say that you've got a modest budget. Nto sure exactly what that means to you. My recommendation--FitFlops--can surely be pricey, but they are worth one or two pairs for me when I consider the versatility and long wear. I have one pair that I call my "medicine shoes" because they work out any and all kinks that I get in my feet wearing other shoes. I can't go totally flat for too many hours. I'm comfortable in heels, but lots of movement and the wrong type of movement can really take a toll. I spend the day in these shoes--perfect "flat" arch support, shock resistent and cushy-enough sole, design for my feet to act like I'm barefoot--and my feet are like new again. It truly is like a deep-tissue chiropractic massage for my feet. If you don't have to buy another pair all year, could that make it worth it?
