I don't think so. I suggest contacting the high school and asking for confirmation that the person was a student there. I know you can get a transcript of classes and grades.

No, but that person can request a transcript from the school or schools attended.
Yes, but you have to ask for it. It's called a "transcript." It lists all of the courses that the student took, and the grades they got at that school.

If you mean that the student dropped out of school before completing HS, they can request a transcript which will show the courses they took and the grades they received. If you mean the special ed type kids who went for the required amount of time but didn't meet the requirements for graduation, it varies from district to district what they are given and you would have to ask school administration.

Depends on what you mean when you say "don't earn a diploma".
If you mean they attended through 12th grade but maybe failed a class, missing credits, and fell shy of "earning the diploma" and aren't going to stay and get those credits so they can...some schools do give something like a "cerftificate of attendance", or some have in the past.
If you mean a child that is not able to "earn a diploma" because of a learning disability, where they are not on the "diploma track" but rather work to their ability on their "portfolio", yes, they do earn a certificate of completion (not sure what they call it though).
Anyone who attended school...gradutate, portfolio, or even a drop out can get their transcripts.
