Kindercare and New Horizons could be good, but you'll have to visit to find out. The director of a day care center makes a big difference, so spend some time with the directors of each to see what they are like. The teachers, of course, also make a huge difference.
(I personally prefer a high quality day care center to in-home care, because the quality of in-home care is so uneven, and with no other adults there, you don't really know what it is happening. In a great daycare center, there are rules and procedures to follow for safety, health, and education. My kids went to a great daycare center, and I have worked in a lot of them, before I became a public school teacher.)
Look for cleanliness, and also for attractive, appealing classrooms. Look for a good ratio -- ideally with infants, it would be 1-3. Minnesota law only requires 1-4, I think. Look for evidence of warmth, affection, enthusiasm, and fun. Look for creativity in the toddler and preschool rooms -- rather than just "cute" projects that are all suppose to look the same.
