My son is 11 and loves video games too but he still like to play with Legos and army men. Have you asked his parents what he is in to and what they suggest?
We are going to a birthday party today for a boy turning eleven. He never really plays outside except to go swimming in the summer. He really likes video games. I do not want to buy him video games. I only want to spend around $15. Please give me some ideas.

Definitely a gift card. He sounds much like my older son and he LOVES Target or GameStop gift cards. Other things that have been a hit are movie and Lego Store cards.
Put a little something extra with it. A pack of Pokemon cards if he likes those, candy, etc.
Also, if there is a specific game/character he likes, find him a t-shirt that has that character on it.
One more, a subscription to a gaming magazine, my son has one and LOVES it!
One of my 11 year old daughters, favorites from her friend, was cash. Kids that age don't see it much. Swim toys, diving toys are something that need replacing every year.
$15 ITunes card or gift card from a place you know he likes to buy games, shop, etc.

Give him a $15 dollar gift card to Walmart. Then he can buy what he really wants and you don't have to stress about it.
