Can anyone recommend a good place to get a decorated birthday cake at a reasonable price around St. Paul? The only places I can think of are grocery stores and Wuollets Bakeries. I don't really like the gritty sugary frosting that most grocery stores use and Wuollets is so expensive.

i don't know if thier one in st.paul but Costco has the BEST price on cakes a whole sheet cake for $15 and you can special order them.
You can get a 1/4 sheet cake at Lund's for $20.00. The frosting was not overly sweet or gritty--I hate that, too.
That size (1/4 sheet cake) fed 25 people with several pieces left over.
Not sure about the pricing, but Rosemark Bakery on Snelling near Macalister College is very good. They did my wedding cake - The place looks like a deserted hole in the wall, but excellent eats :)
Getting a really custom-made looking and tasting cake at a reasonable price is going to be tough, short of making it yourself.
I'd check out the St. Paul Techincal College off Dayton Avenue in St. Paul (Or Dunwoody institute in Mpls) They have a cullinary school and many of the students do catering on the side. Also, St. Paul Tech has a restaurant where the Cordon Bleu students cook these fantastically affordable and fantastically wonderful haute cuisine for lunch and sometimes dinner.
Another option is to find the nearest "Sweet Connections" store to you, (I only know the one in St. Louis Park, but I know its a chain) and they have bulletin boards where independant caterists post their cards. You might be able to work out a deal that way.
By the way, making the cake yourself is another way to cut costs and now its easier than ever with the supplies offered at stores like Sweet Connectons. These stores carry everything you need to make a lovely custom made cake. They have a wide variety of cake molds, butter cream frostings, fillings, cake decor and centerpieces, fine cake flours and mixes etc. The staff are very knowledgeable and helpful, and they even offer classes to boot. I've done this a few times... I found a 3-D train mold to make a 3D Thomas the Tank Engine cake for a son's birthday party..and I made some really lovely "Tea Cakes" for a friend's wedding shower using some cool Wilton molds.
If you have membership at places like Costco and Sam's Club they have really lovely cakes at very affordable prices for the quality (from simple to very elaborate and refined)ranging in price from $14 to $25. (Keep in mind these aren't the small sheetcakes found at Cub, or McGlynn's, these are huge torts, and wedding/anniversary type cakes)

Sam's Club is the Best! We get all of our cakes from there! They have a whole book of ways to decorate plus they do photo cakes.
