Cure for Skin Issue

I have on both upper arms what looks to be like a rash. It is not because I have had it since I was a child. It doesn't itch of bother me. It looks like small little red bumps some are raised and some aren't. I was told by one Dr one time that it was folliculitis which is just an inflammation of the hair follicles and that nothing could be done. I hate it. My arms look like a teenagers face.
