Daughter's Hair Is So Hard - and Breaks Easily

My daughter is adopted from Korea and always had beautiful black silky hair. About 1 1/2 years ago.. her hair got very course... it breaks easily and doesn't have that soft feel or shine to it anymore. Help... I've tried so many conditioners even left some in. Tried some hair oils too... only to have her hair still feel so hard the next day. She also has very dry skin... wondering if it goes hand in hand. If we brush her hair.. it breaks because it's so dry... HELP!!! I want her silky hair back....

Advice on Dry Scalp

My 2 year old daughter has been having a problem with dry scalp for a couple of months now, even having some brown patches, almost like cradle cap in babies. I've tried not washing her hair as often, switching shampoos, someone suggested rubbing vinegar on her scalp and I tried that too. Nothing seems to be improving the situation. It doesn't really bother her and it doesn't flake up, unless you start to pick at it. Her brownish/blond hair seems to hide the problem from view. Has anyone had this problem with their child?
