Good Umbrella Stroller for a 3 Year Old

I am looking for a good umbrella stroller for a 3 year old girl. She is about 30 lb and is quite tall. I want something that can recline, is lightweight, has a good size canopy and is very easy to steer on pavements, downtown basically uneven surfaces. If there is a basket underneath, that would be a plus. I currently have a Chicco liteway stroller and it has all the features except that it is very difficult to maneuver specially is there are a little bumps on the road and is also a little heavy to push.
