I love the Moms Into Fitness Boot Camp 2 DVD. She really targets the areas all moms complain about. It's also a very quick workout at around 20 minutes. Check the reviews on Amazon.com and see if it might be a good fit to your interests.

I hired a physical trainer because I needed some advise to strenghten my muscles, joints & help me lose weight. I have the same trouble spots you mentioned as most women do. Anyhow, his advise to me was resistance & weight training plus a cardio workout that brings your heart rate up. If you don't want to join a gym you could get some resistance bands (they're like rubber bands) & 2 weights. Test out the weights for the correct lbs. Try doing a set of 10-12 arm curls & if you have to struggle a little to finish then that's the lbs to get...if you do the set easily it's too lite! Also if you don't eat meat you'll have to use protein shakes & a multi vitamin. Places like GNC can show you which powders to get so you can make your own shakes (cheaper than the ready made stuff!) Good luck!
Jillian Micheals 30 Day Shred! I love it! Only 25 minute workouts but they are intense and deliver good results fast. Good luck!
If you are motivated and are super serious I'd go with P90X and INSANITY. P90X is going to definitely get you toned, and INSANITY is a crazy cardio workout set that you will see weight loss and toning. If you don't eat meat, you need to get protein somewhere, are you against protein shakes made of whey, rice or hemp protein? A good breakfast to start your day is 1/2-3/4 cup oatmeal (not instant!), mixed with water to your consistency liking, add a scoop of your favorite chocolate flavored protein powder then stir in half a teaspoon of peanut butter (regular, not a lite version). It'll fill you up, give you protein and a healthy fat ratio. Are you against fish? Hit tuna fish for lunch and salmon for dinner. Protein is what will build your muscle tone. Good luck and stick with it!!
You need to lift weights to get muscle or at the very least do strength training or resistance exercises. Eating protein alone won't do it. If you are 'jiggly' you will want to pay more attention to your nutrition than your strength training.
