Can you put a gate on his doorway to keep the dog out and let him get more warm air from the hall? Just a thought. I don't know how else you can keep his nose warm. A hot water bottle? Good luck.
I have a little boy who will be two years old in December. He refuses to sleep with anything in his crib. His bedroom is above our garage and gets very cool at night. He will not let me cover him up at night. He throws the blanket out. We have bought some blanket sleepers which help but he still wakes up with his little nose frozen. I really dont want to put a heater in his room due to safety reasons. We have to close his door at night to keep our dog from waking him up. Does anyone have any ideas how I can safely keep my baby warm this winter? Thank you!

We had the same issue last winter with our then 2yo son. That was the second winter in a row that we dressed him in two sets of PJs each night. When he was dressed warmly, he dind't wake up in the night wanting to be covered again. The inner layer of PJs were blanket sleepers and the outer layer was a 2 piece button up the front adult style pj set. We plan on doing this again this year even though he's 3, and doing it with our 1yo daughter too.
Also, we loved sleepsacks when they were little but they didn't work after they could walk or stand. Halo I think is the name of the company and I believe they have a toddler version that has holes in the bottom similar to a sweatshirt arm cuff that allows feet to poke through should your son want to stand or walk around- it's basically a wearbale blanket with lots of room and foot holes in the bottom. Target sold them online last year.

We had similar concerns for our little ones, as our upstairs stays a bit chilly and, of course, little ones don't stay wrapped in a blanket. We researched to find a safe heater (yes, I know you're not wanting to go that route, but just a suggestion ;0) There's a kind of heater that warms up oil inside. While I tell my children to never touch them, they actually aren't hot enough to the touch to hurt them badly. We have 1 for each of their rooms and they're about $60 or so, depending on what model you get (digital costs more)
Best wishes!
It appears your little guy likes it cool and perhaps he is warm enough. A doctor once told me that they will get under the covers if they are cold. I know that doesn't help but perhaps you could ask your doc his feelings on that.
