I plan to make little bags as valentines with my daughter (kinder). We will put in little jelly hearts or fruit snacks, depends what we find, pencils, and valentines themed stickers. None of these will be expensive so easy for us.

I saw some cute valentines on Pinterest. One had a pencil or a pen and a heart slid over it that said you're right on the mark, valentine.
I'm going to buy the small crayola colored waters and swap the label out. A little heavy, but much better than junkie treats.

orientaltrading.com has eraser, pencils, cute smaller stuffed animals for sale by the dozen or more. Beware they do sell some cheap junk though. What about Vday themed stickers as mentioned? Or coloring books? It might be a lot of work but for DD preK class(that was only 14 kids!), we made homemade tic, tac, toe games out of contruction paper on pink, purple, blue, red. Used x's & o's. If you do pinterest theck V day pages.

First find out what others are putting in. I would assume there is a sign up list with what you are putting in. Check, that out first. You have some great ideas from here.

Valentine themed pencils are cute and useful. Kids also love mini highlighters.

Valentine-themed:
Pencils
Small notepads

I have seen both at lots of stores including Target, Wal-Mart, and drugstores. You can get notepads in packages of four or even six or 10 for very little money. Over the years I've found that kids of ALL ages love getting little notepads with fun covers.
