I am trying to build my pedicuring clients....any suggestions?

try doing some cross marketing. Find a beautician that will give a off pedicure coupon for you and YOU give out a Coupon for them. You'll need to do it with quite a few of them. This sort of thing takes mass marketing.
Think about who would like to thank their clients?
Maybe someone who sell insurance, or jewelry. You go to overnight prints and have the offer printed. They send them out to their clients as a thank you.
They look good, you might be able to get some clients.
Offer a discount to your customers for referring new clients. Your new clients, send thank you cards to them, offer discount to familys, and a discount for mother and daugther coming together during Mothers day.
Hope this will help.

contact the local YMCA, mom's groups, those dinner prep place, schools (for the moms) or college or Melting Pot and see if they will host a spa night. You and other companies like yours could offer discounted quick treatments. You may have to get other companies like yours to go in on it with you.
Maybe you could start a "home pedicure" party business. I can just see a bunch of friends soaking their feet and chatting away while you worked on one at a time.
Member Perks...offer a mom special.
Create flyers at home and give them at your childs school. PTA meetings, church, family gathering. Word of mouth is the best. Good Luck!
Where are you located? Word of mouth is the best and cheapest advertising!!!
