We went downtown over Memorial Day and we did not carry a car seat with us. We took the trani down and took a taxi places. Yes its true that they have to be in car seats. I made sure that she was buckled up and my older son had to sit my lap. We were with my inlaws and there was one time when we were only able to get a van cab so we all aqueezed in that and my little one just sat on my husbands lap and my little niece sat on her dads lap. The Cabs dont enforce the car seat law. we also took a the bus once while down there, we visited a bunch of places.
The other option is that they have Free trolly rides to certain places ( alot places) They were way to busy for us becasue it was Memorial Day weekend, but that was our plan to begin with. Take the train down and take trollies everywhere. Check out the City of chicago website they should have something on it. I will check all my files to see if I still have any info on the trollies and then I can email it to you
