Yes, it sounds like teething. But, if the crying is accompanied by spitting up and/or stinky breath that smells like vomit, you might want to consider the possibility that it's GERD, which peaks at 4 months.
4month old isnt sleeping well at all, she crys all the time, unless we stand and hold her, not eating much, she is an otherwise playful happy baby, took her to the ER 2 times in a roll, doctors did only an urine test that was fine, and sent us home saying its just teething? is this what teething is like.?

Give Hyland's Teething Tablets or Tylenol a try. While playing, let her chew on teething toys or a wet/frozen washcloth.
Teething can turn your perfect angel into a sad, crying, unhappy baby. Fortunately it goes away pretty quickly...until the next tooth comes in.
Teething is a horrible experience, and lasts up to two years old, when the last of the molars come in. Hang tight. It will end at some point. But know that the molars will be worse. Find sanity somewhere and get a sitter to give you a break once in a while.
L.,
It is possible that it is teething. If so, I have found that Hyland's Homeopathic Teething tablets have worked wonders for all of my children.
Did they check the ears for a possible ear infection when you went to the ER?
Does she only cry at night, or does she also cry during nap times?
These are few questions that came to mind when I read your request.

My daughter acts just like this when she is teething. :(
