We just bought a really cute set at Ikea for our 2 y/o. We got a toddler sized bed/mattress, dresser, and bedside table. I'm pregnant with #2, but the bed is sturdy enough for me to lay down in it with her. She seems to love it and it is super cute. Just a thought. Good luck!

We bought our daughter's set at Rooms to go Kids. It is the California Cottage design. Very cute and the quality is nice.

Ikea has really cute, colorful kids furniture. You could do an entire room with new bedding and rugs for the price of a single piece from Pottery Barn!
The other budget minded place I shop is Craigslist. You never know what you'll find used online, so you have to check often and be ready to grab a good deal fast, with cash.
