It's a tough market - I think you are doing all the right things, but it's just really tough to get responses when people don't know you. I would suggest that you use your social network. If you are not already a part of Linkedin.com, you should join (it's free). It's the Facebook of the professional world, so prospective employers may go on there to see who you know, what recommendations you have (be sure to ask people who know you well to write recommendations). It's also a great way to see if someone you want to work for, has any contacts in common with you. You can then ask the contact that you know, to introduce you to the hiring manager that they know. Then you're not a total stranger, and your resume will at least be looked at.
The other thing I would suggest is that you join a local networking group. Try the Junior League, Rotary Club, any professional organizations that pertain to your industry, etc. The more people you know, the better your chances of hearing about higher-level positions and being recommended for them.
One other thing to try, if you're open to it, is working for a temp agency. These days, a lot of companies are hiring temps instead of permanent hires (because they don't have to offer benefits to temps) - however sometimes these positions will become permanent positions. It's a good way to get your foot in the door.
