this can be SO many things... she may just have a small baby, her placenta may be functioning improperly, the baby may have IUGR - the possibilities are limitless. in generaly, at 32 weeks, they'll scan via u/s more regularly and if the baby is going to get more nutrition or be better off outside the womb, they will deliver early. as long as there is "enough" fluid and "enough" growth - they will prob continue to monitor. i had extremely low fluid toward the end(past 30 weeks) of all three of my pregnancies - two were born early, and one at term(38 weeks). good luck to your friend. i guess the reassurance would be that if the dr was extremely worried, they prob would have suggested taking the baby out - but, it sounds like she is still pregnant - so just encourage her to keep up with her visits, rest a little more than she has been, and drink PLENTY of water.
