I agree. Buy some booster packs and let them sort it out amongst themselves. Decks are built, rebuilt, rearranged...that's part of the fun (or so it seems).
My son and his friends are starting to get into Pokemon cards. I'm not sure if any of them actually know how to play it, but they like the cards and reading the stats on them. I was thinking of putting some cards in the goody bags for his upcoming birthday party. But, I have a couple of questions.
I noticed that most of the cards you can buy come as a set or a certain type of deck, as opposed to just a random assortment of cards. Do you NEED a complete set/deck in order to play? Or, if I was to go on ebay and buy a random lot of cards, then stick 10 or so randomly into each goody bag, would that be ok? The specific decks themselves are more than I want to spend for a goody bag, but there are some lots on ebay that are affordable if I can randomly split them up.
Finally, even if they aren't in a specific deck, is there a minimum number of cards needed to play a game of Pokemon? I have no clue how it works.
FYI, the boys are 6 and 7 years old (first graders).

How many boys do you have to make goody bags for?
If you go to Amazon, put in the search words "Pokemon Legendary Treasures." There is either B&W (black and white series) or Booster packs of it. It comes in packs. A single pack is like $4.99 for example, and there are several cards in the pack and a foil card.
Or you can get 6 packs for like $19.99. For example.
My son who is 7, has these.
He and his friends have been collecting Pokemon cards probably since Kindergarten. He's in 2nd grade now.
Per his age now, 7, and his friends, none of them play the game formally. They don't play it, JUST as the instructions says. They make their own games up with it and just trade or 'battle' with it. And it is all fun. That is how most and many young boys, play it.
So don't get too hung up on it being played EXACTLY like how the instructions may say. None of the kids I know (and I work at a school) play it formally nor know how to play it exactly. But that is not the point. It is just total fun for them all.
And sure, my son and most boys have books on it too.
Anyway, my son says the Pokemon Legendary Treasures pack, is good. That is what he asked for for Christmas.
Kids will be glad/happy to just get more Pokemon cards.
The foil types, are more valuable/collectible etc.

Its a good deal for a starter set, and you get 100 cards for it.
ALSO another idea is: to get the boys a "deck box" to hold all their cards in. My son and daughter have these. It is not expensive. On Amazon, just put in search words "deck box."
Another idea is: to get the boys, or your son, a card holder. It is either a "top loader card holder" sleeve or a plastic page in which they can insert their cards in. These products serve to protect, the cards from wear and tear... ESPECIALLY if they have a more valuable or collectible card. The "Ancient Mew" card for example. My son keeps that only in his plastic card holder sleeve.
Also, the Pokemon "EX" cards are sought after.
Also, if you want to get your son, a special card... the Pokemon "Mew" or "Ancient Mew" or "Mew EX" cards are real collectible.
You need a deck to play the actual game. But for your purpose putting a random bunch in each bag is also fine as kids trade single cards back and forth all the time.You can buy a deck for about $12 or $15. Single card packs have a few cards and cost $3.99. Get a deck and split it up. Be careful of buying used cards on eBay to hand out they will look worn and old if they have been played with. My son has a Ziploc bag of cards on his desk right now. He's started going through them to give to my grandsons.
I don't know how to play the actual game, but my son has been into Pokemon and yu go oh for awhile now. I used to buy the big lots on amazon or eBay and he was thrilled with them. Now he sometimes asks for specific cards which I still buy individually on amazon. Only once has he ever bought the actual deck.
