Look at it this way, wild animals don't necessarily have cool water to drink. They drink whatever water they find. So just keep it in the shade and they will be fine. Good luck.
I live in the High Desert of California - near Edwards AFB....we have two dogs...I just went to let them out and noticed their water was WARM - REALLY warm - when we lived in San Diego - we had a spicket (spelling) attached to the outside faucet for the dog...however, hubby doesn't like that here...

I grew up in Bakersfield - not as hot as Lancaster, but close! We used to put ice cubes in the dogs' water dishes. Also, our dogs had a kiddie pool (so spoiled!) and would lounge around in it. One other thing you can do when it gets super hot is to buy cow bones from the butcher at the grocery store, and then put the bones in the freezer. Give them one frozen bone a day. Dogs LOVE that - it's like a doggie popsicle! :) Anything to help keep our furry babies happy during the summer!
my dogs only go outside with a person, and they're usually only out for a few minutes unless we're swimming. if we're swimming and they stay out with us, i try to make sure they have a towel in the shade to lay on, and keep a big bowl of ice water in the shade as well(we end up having to move the bowl around as the sun moves). if they get really hot, we toss them in the pool :)
I fill old margarine containers with water and freeze. I add one block a day when it's hot!
We're in North Orange County, and while we don't get as hot here as you do we put ice in the water bowls and change it frequently during hot weather.
we just fill it daily. Well, & of course, there is the kiddie pool they have.....that's a whole other conversation!
On really hot days, the dogs stay in the bedrooms....far, far away from my inhome daycare. Yep, spoiled!
when i had a dog, i put his water bowl under the outside faucet.. it leaked a bit, so there was always a little fresh water trickling in. in the dessert, i would think it would be good to have it dripping a little to keep replenishing itself. i would worry more about them running out than it being warm. if you give too big a container, it gets stagnant and isnt healthy. too small a container and they run dry.
We're in Texas, so it's really hot here, too. Our dogs are in a yard with lots of shade, but the water still gets hot. I fill the water in the morning and put the dogs out. They stay out throughout the morning while the temp is more bearable, mid 90s. Then after lunch the dogs come inside for the hottest part of the day until evening. Then I give them fresh water and put them outside to play for a couple of hours before letting them in for the night.
They don't mind it being a little warm, keep it in the shade and change it out daily. I have a fresh bucket of water out for my dog, but he shuns that and drinks out of the yucky muddy warmm lake!
My dog LOVES to be outside...here in VA we can get humidity...i put his dish under the patio so it's in the shade.
My dogs only go outside to go to the bathroom during the day they stay for about 2-5 minutes. They get a nice long walk after the sun starts going down.

They will drink it whether it is warm or not.... just fill it every afternoon when it gets the hottest, and if possible, put it in the shade somewhere.
Fill a bowl halfway with water and freeze it overnight. In the morning, top it off with cold tap water. The ice in the bottom will help keep the water cool and will slowly melt during the day, providing more cool water.
