My daughter has a birthday party today that is a costume party. She's going dressed as a little french girl. She has a red pencil skirt, a black sweater, and a black beret. Problem is what do I put on her feet? White tights with black shoes? Knee high socks with black shoes? What kind of shoes? I'm thinking either white or black knee high socks with Mary Jane shoes. What do you think?
Hmm, I'd say white knee high socks w/any black flats she has.
Maybe add a small, little black purse/handbag if you already have one.
She could even carry a little stuffed white poodle if you have one.

I was going to say the white socks or tights (it really doesn't matter since both would look appropriately "french") with black mary janes or black flats. But since you've already gotten those answers, I second the motion :)
