I need ideas of what to take her & a couple of friends & family to do. What I want to do we can't afford.

yes as Diane says, more info would be helpful. What was it you wanted to do but couldn't afford to do? Might give us a clue what she's interested in :)
Your daughter may already have plans in mind. Because she is just about to be an adult, I wouldn't do anything without her consent and participation.
I've seen 50 yr olds do a Chuck E Cheese party - you're never too old for that.
You can go bowling or go see a movie or do almost any of the things you'd do for a younger birthday party (or, maybe not hire a magician or offer pony rides).
Don't over think this.
There's the simple pleasure of being together and celebrating a milestone.
It doesn't have to be anything extravagant or expensive.
This might be easier if you looked at it the other way around.
What's your limit on spending and then see what fits into your budget celebration wise.
