My advice would be to take her to her pediatrician.
That's pretty typical of conjunctivitis, which often comes along when someone has a cold. It is easily treated but it's also very contagious. It's a nuisance. You might notice that the goopy stuff is pretty crusty in the morning or after her naps. Use a warm washcloth to melt away the crusty stuff. Keep your hands really well washed, don't touch her hands if she's touched her eye, etc. I'd take her in right away before the whole family gets this.
I would call the advice nurse. She is likely to tell you how to treat it tho she may make an appointment with the doctor. Let a medical person decide.
In the past two generations of babies the doctor always said to apply a warm wet compress several times a day. The eye always cleared up in a couple of days.
Something is in it. She needs an eye doc to take a look with tools.
Take her to the pediatrician. She may have a bacterial infection.
I would take her to the doctor. She could have a blocked tear duct. Both of my children had that. Just some drops in the eye can clear it right up.
Good luck!
Could be a blocked tear duct, which is normal in infants and children and they typically outgrow them, but you have to learn to manage this on a several times a day basis. If the tears don't drain and back up into the eye it's a breeding ground for bacteria and at set up for conjunctivitis. And then you have 2 problems.

During diaper changes, I would always run a small bowl of warm water with a few drops of baby shampoo and wipe they eyes. Use a cloth only once and disinfect it with the whites, bleached laundry.
If the immediate washing does not lessen the redness and clear up the goop, take her to a doctor as soon as possible. You don't want to mess with eye infections.
