Rincondada pool in palo alto has a great kids pool (I know you said water park but...)It's very kid friendly with fountains and a slide, shallow and has a beach area that is a gradual slope.
I'm looking for a public park that has waterplay for toddlers in/around the Sunnyvale area. My friend told me there was one near Cupertino, but I haven't been able to find anything in the area!

Ortega Park by Stocklmeir elementary schoolhas great water play.
In addition to Ortega Park in Sunnyvale, there are Braly Park, Lakewood Park, Las Palmas Park, and Serra Park. These all have water play areas and you can get more information about the off of the Sunnyvale Parks & Rec web site. Las Palmas Park is the closest to Cupertino and is located on Hollenbeck.
I've not been to any of these yet, but these parks are said to have water features:

According to the summary there's a place called Jack Fischer Park in Campbell. The Cupertino Library also has enormous fountains, but it's unclear whether kids can actually play in them or just enjoy the spray.

I would suggest going to the Santa Clara County Parks and Recreation web site. They'll have every kind of park you could want or need listed! It's a great resource to save in your favorites or bookmarks!

The stream that usually "flows" through Serra Park wasn't "going" when I was there on Thursday. (Hollenbeck between Homestead and Fremont), but the spray area was working.
It used to be that they only turned the water on at Los Palmas Park when someone paid for it (a mother group, school group, birthday party -- what ever).
The water area at Ortega Park is newer -- and I believe, like Serra park, on demand!
Mitchell Park in Palo Alto, off of Middlefield Rd is a great one too!

Their is one at the Kiely Park behind Central Library .Its located at Kiely near the Kaiser hospital. Cross streets are Kiely and Homestead Road.

There's Ortega Park in Sunnyvale. It has water sprinkler type structures for the kids to get wet. Here's the address for it: 636 Harrow Way, Sunnyvale, CA.
I know this isn;t in the exact area you were looking for, but in the Willow Glen area of San Jose there is a park with water play. It is called Lincoln Glen and it is on the corner of Lincoln and Curtner. They have one big thing that reminds me of those fountains that come out of the sidewalk that you can walk through. And in the sand pit they have two frogs that spit water. It's a very clean park, and not usually too crowded. good Luck!
in campbell, there is a park called John Morgan off of Bud Ave. and Winchester.

I know there's a public pool you can go at Campbell Recreation Center. The facility there is very nice and clean. It's on Winchester and Hamilton. They also have great summer daycamps for different ages starting from 4 years old to tweens or teenagers when your daughter is old enough to attend.
