There's moms' groups on http://www.meetup.com in Elgin, Cary, and other surrounding areas that have lots of events planned - storytime at local bookstores to open gyms at gymnastics places (we LOVE Cary Gymnastics' open gym on Fridays when we're not in playgroup with the Cary Moms' Group). My November is half-booked already with stuff to do!

The meetup.com groups usually have a $5 yearly dues fee, and so does the Cary Moms' Group. Parents Who Care has a $25 yearly fee, but is specifically for agest 0-5 and run as a non-for-profit organization too, with board meetings and such.

"The Centre" in Elgin has a nice pool area that has hours set aside for family swim. They also have all sorts of lessons (gymnastics, swimming, etc) through the park district that will begin in January. www.cityofelgin.org They also have a nice child-care area if you belong to the gym, so little ones can play while you work out.
Also, someone mentioned the Elgin Library- it IS very nice and always appears to be clean when we go too, which is a plus! They have storytime programs as well.http://www.elgin.lib.il.us/
I hear that the Bartlett library has a pajama storytime on Tuesdays at 7pm, but I have not been personally. Their website shows lots of preschool storytimes and activities as well. http://www.bartlett.lib.il.us/
If you're in the neighborhood ever, Downer's Grove also has an awesome library play area, complete with a playhouse inside.
Another idea is to sign her up for some sort of lessons- my daughter LOVED doing Kinderdance when she was 2- it was a very basic ballet/tap/gymnastics class, but focused a lot on learning to pay attention, share, learning body parts and movements, and nursery rhymes, rhythm, etc. http://www.kinderdance.net/
There is also Kindermusik which lets them play with instruments, etc.
