I use a spray by Pampers call Pampers Clean and Play. A lady I spoke with at toys are us said thats what they use to clean the toys when the guest leave. But I have heard vinager works great as well.
I spot wash toys when dirty, but how do you sterilize toys that can not be soaked in water? Is there a way to use the microwave? In particular I'd like to do the stuffed animals and books... I got a lot of hand-me-down stuff that has prior kids germies and want to clean before my baby puts them in her mouth. Any suggestions you have would be great!
I wiped the toys (plastics, board books, plush...) with baby wipes. I purchase vinegar and a spray bottle and I'm going to use that too.

Vinegar is my best friend. Put some vinegar in a spray bottle diluted in water and spray away. Vinegar has natural disinfecting properties.
I wash all the stuffed animals in a warm cycle in the washer,with regular detergent.
I don't think books will be a problem as your girl won't probably put them in her mouth.
As far as touching things that are not sterile...well, my daughter is 21 months old and no matter how careful I am she will for sure get germs in her mouth, no way around that unless you put them in a bubble 24/7.

Pampers has wipes for toys that you could use on books, stuffed animals should having cleaning instructions on them, most of the time you can throw in the gently cycle.

I think I got it for cheaper on eBay though. It's kind of small, so it won't work for big books or toys, but it's good for smaller ones. I broke a couple of the tines inside so that it could hold more stuff.
