There are lots of parks, they have big shelters and are free. There is Anderson, Philippe, John Chestnut, to name a few.

Fred Howard Park in Tarpon Springs has great covered areas that will easily accommodate 70 people. Many to choose from, but one in particular is right next to a wonderful playground for the kids. The best part is its free!!!

Safety Harbor City Park is fantastic...they have a nice big playground area that is covered with a sun canopy and they have multiple covered picnic shelters. I would call the city recreation department, I am pretty sure they are free to use, but they might require a small fee for reservation ($50 or so, I think). You could have a BBQ, since they do have grills there to use, or have it catered (by Publix or Walmart for sandwiches and such)
