You could make one out of dough or clay. I would suggest using a dough that doesn't rise. Or you could make homemade playdough and not use any food coloring to give your fish a more natural look. Most of the fake fish I am thinking of are terrible looking so I don't know where you would buy one.

Saw I just the other day at US Toys in Willowbrook, they have an aisle of animals in the middle of the store.

My son had a fishing-themed b-day party last year. We found fake fish at US Toy at Willowbrook. They had 4 different kinds and fairly life-sized (I guess...I'm not a fisherwoman). They were about $5 each.

I've got to think you could find a mounted fish singing "Take Me to the River" at three-quarters of the garage sales in town -- and cheap, too! Take the batteries out, pull it off the mounting, and you're set.

Or, maybe you could find a poster of a fish at a sporting-goods store and cut it out, mount it on cardboard so it looks a bit 3-dimensional?
