I had a kid who ate sand. I just kept repeating no firmly. He cried. Then he tried it again. I just removed him from sand box. I said sand was bad for you. He could play in sandbox if he didn't eat sand - otherwise I'd remove him. It was a very short phase. Like others have said, you just treat the same as if she was putting her hand on the stove. You don't mention how old she is - if she's too young to understand no - put something in front so she can't have access.
