Having 2 girls close in age (16 and 18, and now 1 almost 3) and long hair myself, I know what you mean about hair bands and such getting out of control.
I bought a clear plastic box, the size of a shoe box to put on the counter in the bathroom for hairband stuff. I bought a smaller box with a flip top lid for barrettes and clips. (I bought these boxes at Dollar Tree)
At one time, I did get creative and used old denim (left over from cutting jeans into shorts, you can use any fabric). I cut them into about 3" wide strips and 10-20" long (depending on space) and thumb tacked it to the wall next to the bathroom mirror. I tied alot of my scrunchies to it, in a loop, so I could just pull it off, without fighting with getting them off the bottom. (wrap the whole band around the strip and put one end into the other and pull snug without stretching the band). easy access. Try using different strips for scrunchies and elastic head bands.
Head bands are another story. I found an old paper towel holder and put that up in my bathroom and used an empty paper towel tube to hold head bands. We could see them clearly and choose which we wanted to use.
And of course, there is the ziploc bag!! That is where we hide the ones that dont get used much.
