The mom tried to dash into the grocery store - first time putting baby in the cart
she howled ! She left without the toilet paper

My friend said drape a light blanket over the baby's head - she may be getting overstimulated and feels all
the new sights and sounds to be a bit much

Babies howl. They wail. They freak out. Sometimes at the grocery store, at church, at home in their mother's arms. Sometimes we can figure out why sometimes not. Sometimes when we KNOW why we try everything imaginable to sooth them, sometimes one of those things work, sometimes not. We all know this.
It's the nature of the beast.
So sure, there's a thousand things you might have tried to stop the howling, but over the course of 18 years, will that ONE thing that stopped the howling that ONE time be all that important?

My car seat/carrier use to clip onto the cart - it could not fall off or over.
Most of the time our son would sleep through going to the store.
I've seen some parents put the carrier in the main part of the cart and the toilet paper can go under the cart or a few small things can go in the seat section of the cart.
As he got older and could sit up properly, he LOVED sitting in the seat of the cart.
Use a baby carrier. Baby is always happy attached to mom.
I would get a baby carrier or wrap and wear her. That way she is close to you and you have two arms free and an empty cart (because baby car seats are not intended to be used on a cart and can fall off. If you put baby in the back of the cart, then you have very little room for groceries).
Wear her in a carrier. Before u can blink, she will be sitting up in the cart!
I used to put our daughter Ina carrier that had a hood on it.. Or I carried her in a snuggy thing..
In order to get my grocery shopping done I always wore my babies in a sling until they were old enough to sit up on their own, at which point I would put them in the seat of the cart with one of those padded protectors. On rare occasions we'd use one of those carts that has the built in infant seat with a blanket under them.
Putting a blanket over them doesn't always work. Not all babies like that. I had one in particular that would freak out if I tried something like that!
We never bought a removable infant car seat, instead opting for a permanent convertible car seat that never left the car so that was never an option to leave them in that and put them in the cart. Putting an infant car seat on the shopping cart is extremely dangerous. I know people will argue that "well it clips on" and such but it really is extremely dangerous. If you do choose to leave your baby in the infant car seat you should put the bubble in the big part of the cart.
