I was just going to ask that question! My teenage daughter is addicted to the Food Network shows and loves to try new things that are not too fancy or fruufy ingredient filled.
I just ordered it for her for a christmas gift! She will love that it keeps coming all year
I love food network. They are recipes you can and will use. Plus the pictures make you hungry. :)
Cooking Light. Some of our favorite staples have come from that magazine.

I also agree with the Kraft magazine as well as the Food Network magazine! I currently subscribe to the Kraft one and it's cheap too.

Taste of Home Healthy Cooking is my most favorite magazine
I've subscribed to Cook's Country for a few years and I love it. It has lots of fun photos as well as interesting articles, plus the have recipes that I actually use and not just gourmet dinners.
Another good magazine I haven't seen suggested is the Kraft Food & Family Magazine. I have found many good recipes over the years and they all have ingredients that are familiar and easy to find. Of course they suggest the Kraft brand for ingredients listed but I have always substituted my favorites as needed.
I'm a huge fan of the Taste of Home series (Taste of Home, Healthy Cooking, Quick Cooking (which changed its name but I can't remember to what Simple & Delicious maybe??)) It is normal food that you typically have the ingredients on hand. There are no advertisements and lots of pictures. Sometimes you can get $5 subscription deals too!
I get Everyday With Rachel Ray and really like it. I've made a few recipes from it.
Cook's Illustrated is excellent, they publish six issues per year and have no ads (love that!).
They also publish Cook's Country which is more homestyle, rustic and regional recipes.

I subscribe to a magazine called Living Without, which is for people with food allergies and intolerances. Not saying your SIL has those issues, but I do have to say that the recipes look scumptious and the articles are very interesting. If she's interested at all in organic or living simple or canning or making all her food from scratch, she might be interested in this one.
I get Rachel Ray, Cooking Light, and I order the Food Network Magazine for my parents. They are all great!
