I think it depends on your son a bit but...my 2 year old has a Leapster and loves it. So I would think a 4-yr old might grow out of the Leapster quickly.
My son turns four in July and he is begging for a (because he sees his brother's) DS for his birthday. Our older son did not get a DS until this past Christmas and he was almost 7. I think it may be a little advanced for a four year old. A friend of his has a Leapster but I worry that he will outgrow that quickly. Although the Leapster is educational, and he loves the Leap Frog videos. Which is right for a four year old?

I'd go with the DS. My son got his gameboy(thats what it was back then) when he was almost 7 also. But my daughter (the younger one) started playing my son's old Gameboy when she was 3, and got her own DS when she was 4.
The 2nd children do things alot quicker because they see their older siblings . My daughter has been playing her DS for 1 1/2 years now and she loves it. There are so many games out there for their age group. And also if your son is asking for a DS would he like a leapster? Or will you buy a leapster and then just be buying him a DS next year anyhow.
.
I would go with the Leapster. My almost 7yo still plays with his. At this point the games are geared to grade level and what they're doing in school. The Leapster can continue to grow with your son. If you're still unsure, check out the various Leapster games for your son's age and determine whether you think it will continue to hold his interest for a few years. As I stated, my son still loves it and sometimes his older brothers and sister (9yo, 11yo and 12.5yo) play with it as well.
