I would call the nurse at your pediatrician and ask her opinion.
We were playing with chalk yesterday and I went to wipe off my son's hand, he had a big white spot on the top of his hand still. So figuring it was leftover chalk I tried to wipe it off. Well it turns out it is his skin! He has a huge (almost takes up the entire top of his hand above his fingers but below his wrist) white spot. I think I would have noticed it before if it had been there awhile. We wear sunscreen everytime we go outside so I am checking his skin alot. What could this be and should I take him to his Doctor?

I agree with Megan C. that I would probably call the Ped's office. The nurse on the phone should be able to tell you if she thinks a visit is needed.
I agree you should take him to the doctor. But just for information - both my kids have spots on them - one of them on his face and the other on his stomach - that don't tan. They stay white while the rest of them gets really tanned. The pediatrician and dermatologist both said its just them and nothing to worry about. But I would still take yours in to make sure.
my sister has white discoloration on her skin. she has for years. i also have them. it doesn't really sound like it would be a sunspot. it could just be pigmentation.
